Workforce goals

Highway construction projects have workforce goals for women and people of color. The goals are expressed as a percentage of total labor hours performed by women and people of color on the project.

Authority

MnDOT has the authority to monitor workforce goals at a state and federal level. The Federal Highway Administration gave MnDOT permission to apply state workforce goals on federal-aid highway heavy construction projects.

The Minnesota Department of Human Rights (MDHR) sets the workforce goals for the participation of women and people of color on state-funded construction projects. Each county in the state has goals that apply to construction projects over $100,000.

The most recent goals were updated on July 17, 2017. The goals seek to reduce barriers to workforce entry, to respond to demographic changes and to prepare for Minnesota's emerging workforce shortage.

MDHR and MnDOT have a Joint Powers Agreement (PDF) to ensure contractor compliance with state and federal Equal Employment Opportunity requirements.

For more information, visit Minn. Stat. § (2021) and MINN. R. 5000.3460.

The Office of Federal Contract Compliance Programs has the authority and responsibility to establish and monitor EEO workforce goals at the federal level. Each county in the state has goals that apply to construction projects over $10,000.
