Function
A contractor is an entity that coordinates, oversees, and performs the work of a construction project. Contractors competitively bid on the state’s projects and the winning bidder is typically the low-cost or best-value bidder. While general/prime contractors oversee a total construction project, they often hire subcontractors to perform certain portions of the work. The state’s projects require general/prime contractors to utilize a certain amount of disadvantaged business enterprise (DBE), targeted group business (TGB), and veteran-owned small business (VET) subcontractors on construction projects.
