Functional groups

Cooperative Agreements Unit

Goal

The goal is to ensure consistent implementation of Cost Participation Policy throughout all project phases from planning to construction in a timely manner.

Products the unit provides

  • Cooperative Agreements
  • Guidance to cost participation policy
  • Schedule "I" cost participation agreement exhibit
  • Review of the plan, specials, and cost estimates pertaining to the cooperative agreement
  • Letter to other party(ies) of fully- executed agreement and bid-based cost (if applicable)
  • Agreement final and closeout after project construction is completed
  • Letter to other party(ies) of final cost based on final construction voucher (if applicable)

  • Assurance that local-let plans are reviewed and signed by different functional groups at Central Office

What you need to provide to the unit

  • Completed Agreement Submittal Checklist
  • Current plan title sheet (for MnDOT let project)
  • Enough of the plan to prepare the agreement (for MnDOT let project) at least 95% plan
  • 100 percent plan (for local let project)
  • Engineer’s Estimates (Excel version)
  • SEQ with appropriate funding notes
  • Right of way compliance and MnDOT Utility certification from/utility permit application (for local-let project)
  • Correspondence indicating the local government unit understands and is in agreement with the costs share splits
  • Maintenance exhibits if necessary
  • A copy of limited use permit (if applicable)

What the unit expects from you

  • All items listed above
  • Obtain agreement number from CAATS system
  • Submit agreement request at least 11 weeks prior to project advertisement
  • Up-to-date Agreement activities in P6
  • Provide follow-up to questions, comments, and concerns
  • Act as liaison between the Local Government Unit and Cooperative Agreements Unit
  • Obtain Local Government Unit signatures and agreement approval resolution
  • Obtain District Signatures (if necessary)
