Greater Minnesota Regional Transportation Coordinating Councils Grant
The 2025 FTA Section 5310 Enhanced Mobility for Seniors and Individuals with Disabilities Capital Grant for the Greater Minnesota Regional Transportation Coordinating Councils Grant provides financial assistance and technical support for mobility management. Greater Minnesota is defined as the counties outside the seven county Twin Cities Metropolitan Area.
The Regional Transportation Coordinating Council (RTCC) Grant represents an opportunity to apply for Federal Transit Administration (FTA) Section 5310 Enhanced Mobility and Seniors & Individuals with Disabilities Program and the State of Minnesota funding for administrative support to implement mobility management/coordination activities. The State of Minnesota provides a variety of transportation services for its citizens. These services come in many different forms and are administered by a wide range of organizations across the State. The availability and accessibility of these services is challenging. Inconsistent established connections among transportation providers result in gaps, redundancies and other system inefficiencies. Formalized and increased coordination between providers and service agencies will result in an efficient system of transportation options, which will provide customers easier access to services that meet their travel needs.
Eligibility
Eligible grant sub-recipients are current Regional Transportation Coordinating Councils (RTCC) in Greater Minnesota who currently are a sub-recipient in good standing with the Office of Transit and Active Transportation or a region who has completed the initial planning phase of a Regional Transportation Coordinating Council grant previously and is now ready to begin theimplementation of the mobility management of a Regional Transportation Coordinating Council.

Application process
Applications must be completed and submitted online through the BlackCat Transit Data Management System.

Step 2
Choose CY2025-2026 FTA Section 5310 Regional Transportation Coordination Council (RTCC) Grant Program application.
Step 3
Follow the instructions to complete your application in BlackCat.
After you apply
- We'll review your application for compliance.
- We'll announce initial allocations on May 1, 2025.
- We'll email award contracts by July 1, 2025.
