Audit overview
Hwy 47 and Hwy 65 are high-volume and mostly high-speed roads within the project area. The surrounding neighborhoods are primarily residential with business and retail along both corridors. Walking, biking, and transit are an important piece of the transportation system along both of these roadways.
A sudden spike in the number of pedestrian fatalities raised concerns about the safety along highways 47 and 65. The primary goal of this audit was to locate areas with safety issues and find short, medium, and long-term solutions to reduce fatalities in these communities.
MnDOT completed a Roadway Safety Audit to analyze crash information with a focus on pedestrian crashes on Hwy 47 and Hwy 65 between the Hennepin-Anoka County line in Columbia Heights and Hwy 10 in Coon Rapids.

The final plan will promote pedestrian and bicycle safety through engineering, enforcement, emergency management and education recommendations. It will focus on reducing the number of fatalities along the project area.
Summary
- Determined safety and mobility needs for pedestrians and bicyclists on Hwy 47 and Hwy 65.
- Developed a final plan for reducing the number of fatalities along the project area.
- Apply short, medium and long-term engineering solutions identified in the study as funding becomes available for both roadways.
- Identified enforcement efforts.
- Work with local partners to study additional issues beyond safety when funding is identified.
