State Transportation Improvement Program (STIP)
Purpose
The STIP is a federally required public document that lists Minnesota’s four-year transportation improvement program. It includes all state and local transportation projects are using federal highway and/or federal transit funding along with those state transportation projects that are only using state funds. Information contained within the STIP includes the cost, schedule, and funding sources for the identified projects. Although it focuses on highway and transit projects, the STIP includes rail and port projects for informational purposes.
When to use this subject
The STIP applies to the state transportation program as a whole. You can find information on individual projects that are receiving federal funding as well as state funding in the next four years.

How this subject fits into the overall project development process
The State develops the STIP on an annual basis and updates it throughout the year to reflect significant changes in the program.
The STIP plays an important role in the overall project development process. It is considered part of the planning phase. If a project receives federal funds, it will need to be in the STIP and federally authorized before work can begin.
