Thank you to everyone who attended the Tuesday, Sept. 10 public meeting. The team is reviewing the comments and feedback we received. People who missed the meeting were directed to review the information online and share their thoughts through a survey. The survey closed Sept. 25, 2024.

In 2025, the Hwy 14 corridor in Rochester from Hwy 52 to Crossroads Dr. SW and from 3rd Ave. SE to Marion Rd. SE/15th Ave. SE will be resurfaced. This project will restore ride quality, improve pedestrian mobility and experience, and extend the service life of the highway.

Sidewalk repairs, replacements and installations

  • Instal new sidewalk east of Memorial Pkwy. SW from trail to Hwy 14 and Memorial Prky. SW intersection
  • Repair panels from 3rd Ave. SE to Marion Rd. Some may be replaced
  • Install new sidewalk south side of Hwy 14 from 11th Ave. SE to Bear Creek Park access
  • Improve sidewalk and trail connections at the bridge over South Fork Zumbro River

Crosswalk improvements

  • New crossing at Apache Dr.
  • New crosswalks at 7th Ave. SE, 6th Ave. SE, 9th Ave. SE and 10th Ave. SE
  • Improvements to existing crosswalks at 5th Ave. SE and 9.5 Ave. SE
  • Improved pedestrian connectivity from north to south
  • New ramps and pedestrian crossing at 3rd Ave. SE and Crossroads Dr. SW
  • New pedestrian crossing from Bear Creek Park to Cub Foods
  • New ADA pedestrian ramps at Marion Rd.

Bike improvements

  • Upgrades to the bike connection from Bear Creek Trail system to Hwy 14
  • Sidewalks connections at the bridge over South Fork Zumbro River

Hwy 14 and Broadway Ave.

Following this project, the Hwy 14 and Broadway Ave. intersection in Rochester will receive safety improvements in 2027.

MnDOT and the City of Rochester are looking into changes to reduce crashes and improve crossings for pedestrians and bicyclists. Additional informaiton is available on the project website.

Traffic impact

The following are the planned traffic impacts during construction.

  • Single lane closures will occur in work zones.
  • Intersections will remain open the majority of the time. There will be a few brief intersection closures due to work happening in the intersections.
  • Sidewalk closures will occur. Signs will guide pedestrians around the closure.
  • Bike lane closures will occur. Signs will guide cyclists through this detour:
    • If east of Marion Rd., go north on 17th Ave. SE, west on 10th Ave. SE, north on 16th Ave. SE, west on 8 ½ St. SE, south on 13th Ave. SE, west on 8 ½ St. SE, use the pedestrian bridge to cross Bear Creek, west at the T in the trail, west on 9th St. SE, south on Broadway Ave., continue west at Hwy 14, north on 7th Ave SW, west on 11 ½ St. SW, south on Memorial Pkwy.
    • If coming from the west, the detour should be used in reverse.
